Concern is an innovative and dynamic development and humanitarian organization, currently working in the district of Mangochi, Phalombe, Chikwawa, Mulanje and Nsanje, implementing programmes in food security & resilience; health & nutrition; gender equity and education.
Background
Promoting sustained partnership for empowering resilience (prosper) is a multi-stakeholder resilience pprogramme supporting the government of Malawi to reduce extreme poverty and the recurrent cycle of cries and humanitarian assistance. Funded with UK aid from UK government under the BRACC (Building Resilience and Adapting to Climate Change) programme and over a 4.4 year period (Dec 2018 march 2023), the programme will target 1.1 million vulnerable people in the district of Balaka, Chikwawa, Phalombe and Mangochi. The programme will be implemented by a joint private sector, NGO and UN consortium.
Purpose of the Consultancy
Concern worldwide is seeking expert assistance to design a monitoring and evaluation database to house, analyise and protect the programme beneficiary and programme data for the prosper programme.
The goal for the development is to results-base management and monitoring accountability, evaluation and learning (MEAL) of the PROSPER programme while adhering to data is effectively management and protected. The system developed will help concern worldwide and its partners to easy capture, track, manage and report on interventions conducted under the PROSPER programme, while supporting data quality, validity and reliability to deliver more impact to programme beneficiaries.
Target and performance tracking data for activities will be uploaded to the system to simplify tracking progress towards those goals for program staff and Concerns management. The system will contain a unified database of reporting forms (outcomes monitoring form, event evaluation form, complains and feedback form, etc), to be used within monitoring and evaluation exercises.
The consultants(s) under the supervisor of the Consortium Director will work in close collaboration with the Consortium MEAL Coordinator, and Concern IT department to perform the services outlined below:
Direct Deliverables
- Consultation with concern and consortium staff on data management needs for the database
- Design, develop and test the database
- Facilitate a feedback workshop for MEAL staff on use of and basic modifications of the database
- Facilitate inputs from key consortium staff to feed into the final version of the database.
- Conduct training on the final database with key MEAL staff to build capacity in the maintenance, adjustment, expansion and troubleshooting of the system.
- Provide 3 months testing support, and 1 year ongoing backstopping support as needed.
Consultant Qualification
The consultant, as either an individual or group of individuals or a company, must demonstrate the following qualifications:
Essential
- Bachelor or higher degree/ qualification in Computer Science, IT or related field.
- At least 10 years experience related to date management / database development and maintenance, including use of web-enabled platforms and common statistical analysis tools
- Ability to train and support staff to maintain and optimize data management.
- Skilled user of Structured Query Language (SQL) and other high-ended database management suites.
- Detail-oriented, responsive to client needs, and self-motivated.
- Positive attitude, team player, able to work directly with clients and deliver quality work under tight deadlines.
- Able to communicate effectively in English.
Desirable
- Previous work with an internationally operating NGO, or DFID and or UN funded programmes is an advantage.
