About us
The NGO Coalition on Child Rights, hereinafter referred to as ‘NGO CCR’ is a diverse Civil
Society Network founded in 2010 aimed at supporting the Government in ensuring that all
rights for all children and young people are adequately promoted, respected, protected and
fulfilled. The NGO CCR acknowledges that investment in children is fundamental to achieving
noteworthy socio-economic growth for Malawi.

With technical and financial support from Sweden International Development Cooperation
Agency (SIDA) through Save the Children International (SCI), NGO CCR is implementing a
programme on Strengthening CSOs in Malawi (2022 – 2026) with an overall objective of
strengthening civil society in Malawi that demands and supports the fulfilment of children’s
rights by holding states to account, mobilizing and empowering children and their communities.

Pursuant to the foregoing, NGO CCR intends to recruit a Project Officer for Good Governance to support the effective implementation of the project, tenable at its Secretariat office in Lilongwe.

The position is on fixed term of contract, renewable depending on performance and availability of donor funding.

Reporting to the National Coordinator, the Project Officer will be expected to perform the
following major duties and responsibilities.

Key duties and responsibilities

    • Undertaking continued capacity needs assessment of network members and relevant stakeholders to ensure they are taking appropriate steps to sustain civic space demands and supports the fulfilment of children’s rights.
    • Ensuring that network members and relevant stakeholders – peer national strategic
      partners, professional providers for goods and services MDAs, Local Assemblies and
      other government agencies – institutionalize fundamental principles of good governance for advocating for relevant policy and demand for legislation for promoting, protection and fulfilment of rights of children.
    • Promoting civic spaces at community, district, regional and national levels.
    • Providing technical and financial support to strengthen usefulness for interrogating into relevance and adequacy of existing policies for sustaining civic space demands.
    • Supporting mechanism for holding Government of Malawi to provide explanation and justification for decision made affecting the rights of children and their communities.
    • Supporting network members and relevant stakeholders to invest substantively in annual and mid-year child friendly budget analysis and high-level engagement to influence increased investment in children pre-budget and post-budget engagements and public Expenditure tracking surveys on child protection and priority children issues.
    • Ensuring network members and relevant stakeholders contribute effectively towards functional National Protection Information System –NCIMS, National Commission for Children, establishment of policy supported District and National Children Parliaments, for increased participation of children in spaces.
    • Harmonize the expectations of the Board, Executive Committee, Secretariat and general members of NGO CCR by ensuring that specific objectives are SMART and more importantly adequately reconciled with objectives of the Strategic Plan in place.
    • Coordinate adequate documentation and reporting of project activities in the context of ensuring that CSOs are able to advocate for preservation of civic space favorable to facilitate demand and support the fulfilment of girls’ and boys’ rights – holding states to account, mobilizing and empowering children and their communities.

Qualification, Experience, Knowledge and Skills

    • A University Degree in Development fields such as Social Policy, Sociology, Gender,
      Development Studies, Governance, Economic Development or related field of expertise, from a recognized learning institution duly accredited by National Council for Higher Learning.
    • Applicants with Master’s degree in studies will have an added advantage
    • At least three years’ direct experience working with Child-focused Non-Governmental Organizations (NGO) or with a donor engaging NGOs
    • A successful track record in project and programme management
    • Demonstrated competence in preparation of project budgets and reports. Strong
      organizational skills and ability to work with limited supervision.
    • Demonstrated ability to write project reports, proposals and/or research studies in a
      related development field. Ability to work effectively as part of a team and strong
      conflict resolution skills.
    • Excellent written and oral communication skills, in English
    • Demonstrated management skills and ability to motivate staff and instill team spirit.
    • Excellent IT skills, with strong proficiency in Microsoft office
