THE ORGANISATION

Medical Council of Malawi (Council) is a Statutory Corporation established under the Medical Practitioners and Dentists Act No. 17 of 1987 Chapter 36:01 of the Laws of Malawi. The Council exists to protect the general public and guide the medical, dental and allied health professions. The Council has the mandate of registering practitioners and health facilities, regulates training of health care workers, and manages patients’ complaints.

To fulfil its mndate, the Council would like to fill its vacant strategic positions, one of which is the Director of Finance and Administration. Therefore, applications are invited from qualified, motivated, innovative, energetic and experienced persons of Malawi origin to fill the position of Director of Finance and Administration tenable at the Council’s office in Lilongwe. The following are the details of the post:

DIRECTOR OF FINANCE AND ADMINISTRATION

A. GENERAL JOB DESCRIPTION

The Director of Finance and Administration shall support the Registrar/Chief Executive Officer in leading the finance, administration and human resource functions of the Council. In addition, he/she shall ensure that the Finance and Establishment Committee fulfills its function effectively.

B. MAJOR DUTIES AND RESPONSIBILITIES

The Director of Finance and Administration shall be responsible, but not limited, for the following:
1. Lead implementation of finance, administration and human resource policies and regulations.
2. Support resource mobilization, performs periodic analysis of organizational costs for use in developing effective and realistic work plans and budgets.
3. Leadership and line management of staff in the finance, administration, and human resource department to achieve Council’s goals and objectives.
4. Prepare periodic management accounts, cash-flows, financial, administration and human resource reports for management’s decision making;
5. Responsibility for preparation of financial statements and facilitate financial audit exercises in collaboration with the internal auditor, and implement audit recommendations.
6. Support day to day procurement and management of Council’s assets and supplies.
7. Synthesize matters concerning finance, administration and human resources and any other operational activities and make appropriate re commendations to the Registrar.

8. Implement, maintain and improve financial management, administration, human resource, and internal control systems.
9. Ensure full implementation of staff regulations, administrative structures, performance management, staff capacity building, and updating job descriptions.
10. Carry out any other duties as assigned by the Registrar.

C. ACADEMIC AND PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

The ideal candidate should have: –

  • Bachelor’s degree in Accountancy, Finance, Business Administration or any other related field from a recognized institution;
  • Professional Qualification (ACCA/CIMA/CPA)
  • Those with Master’s degree in Accountancy, Finance, Business Administration or any other related field from a recognized institution will have an added advantage;
  • At least five (5) years demonstrable experience working in a busy finance department out of which three (3) years should be at senior management level; and
  • Be a paid up member with ICAM or MAB.

D. KEY COMPETENCES
The ideal candidate for the position must;

f. Strong computer skills with knowledge of computerized accounting systems

E. APPOINTMENT AND REMUNERATION

The successful candidate shall be offered a performance related contract for a period of three (3) years with salaries, benefits and packages commensurate with the seniority of the position and qualifications of the candidate.
