Background

The purpose of the post is t o support the districts to integrate quality of care initiatives integral in broader health systems strengthening to achieve health sector outcomes and towards achieving UHC and SDG3 targets in Malawi stated in HSSPIII 2022-2030. The interventions build on capacity building initiatives under maternal and newborn health using a life course approach under Sexual Reproductive Maternal Newborn Child and Adolescent Health (SRMNCAH) at health facility and community level in the respective districts.

Overall Objective

  1. Support the districts in coordination and integration of Quality of Care (QoC) initiatives in District implementation Plans and in reference to the National Quality of Care Standards 2023
  2. Support health systems strengthening initiatives with focus on the six WHO building blocks at district and health facility level integral with social determinants of health and health security
  3. Capacity building of service providers and District Health Management Teams (DHMTs) in quality of health care to include innovations under online CPD, point of care support and data use for decision making and support to routine health services delivery
  4. Integrate and mainstream QoC in the Essential Health Care Package (EHP) outlined in the District Implementation Plans in districts.

Tasks and Responsibilities

Under the supervision of the  District Health Officer as the primary supervisor, Director of Quality Management Directorate as the secondary supervisor and World Health Organization the incumbent will:

  1. Support the districts in coordination of quality-of-care initiative to improve health service delivery. This includes integration of QI in District Implementation Plans, health facility workplans and referrals and linkage between primary and secondary level health care
  2. Identify capacity building needs and implement capacity building plan under quality of health care and broader health systems targeting DHMTs and health services providers
  3. Strengthen functionality and performance of Districts and health facilities using health systems functionality and health systems performance assessment, monitoring and reporting tools
  4. Support DHMT and health facilities to collect, analyze and use data to improve quality of health care with focus on the EHP. This includes baseline data collection, quarterly quality assessments for health facilities and DHMT and routine data quality assessments in targeted health facilities.
  5. Ensure roll out, monitor and evaluate functionality of the online MNCH capacity building platform for health service providers.
  6. Facilitate use of ICT use at point of health care by health workers to improve efficiency and effectiveness of health care processes towards positive patient outcomes such as the WHO Digital Adaptation Kit (DAK) for pilot and scale up at primary health care levels
  7. Participate in planning and coordination meetings on quality of health care at district, heath facility and community level.
  8. Implement and monitor MPDSR activities to include use Matsurv platform for weekly reporting on MNCH-Covid-19 indicators and OHSP for weekly and monthly IDSR reporting
  9. Document and scale up experiences and lessons learnt, harvest and document change ideas and change packages implemented under the MNCH Quality of Care Network.
  10. Support integrated  EPI/RMNCAH  activities at health facility and community level service delivery points
  11. Any other responsibilities as assigned by the District Health Officer in relation to the above duties.

Functional Skills and Knowledge: 

  • Project planning and management.
  • Data management skills: Knowledge of basic data skills, Microsoft Office, power point and computerized data systems.
  • Knowledge of English and at least one local language is an added advantage.
  • Good communication skills (Oral and written), networking and team building

Qualifications

Essential    Bachelor’s degree in Nursing, Public Health, Biomedical sciences or any related field

Desirable  Previous training in quality of health care in a recognized institution

Experience

Essential :  At least two years’ experience in quality of health care and data management in a district

                 health care system with focus on SRMNCH

Desirable  Health services management and reporting 

Use of Language skills:

Fluency in English, Chichewa and  any other local language

Other Skills (e.g. IT):  Computer literacy with sound knowledge of access software and basic skills in programming
