NATIONAL COMPETITIVE BIDDING

1. Blantyre City Council (BCC) is mandated to provide environmentally friendly, high quality, efficient and effective demand driven municipal services in partnership with the individual and corporate residents to attain better quality lives for all residents in the City. The Council has budgeted public funds to be used for the provision of insurance services for the period 2022 to 2024 financial years hence invites bids from interested eligible bidders to submit their bids.
2. Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement and Disposal of Assets Act, 2017 and Regulations of the Government of the Republic of Malawi and is open to all bidders from eligible source countries. Please take note that the Council shall subject this procurement in line with s.44 (10) of the Public Procurement and Disposal of Public Assets Act (No.27 of 2017), and also the circular issued by Public Procurement and Disposal of Assets Authority (PPDA) on 1st July, 2019. (A margin of preference of up to 20% shall be applied to bids that will be submitted by Indigenous Black Malawians). In particular, bidders are strongly advised to attach coloured copies of their Malawi National Identity Cards.
3. Interested eligible bidders may obtain further information and inspect the Bidding Documents from the Blantyre City Council Procurement and Disposal Unit at the address shown in 6(a) below from 08:00 hours to 12:00 hours and 14:00 hours to 16:00 hours from Monday to Friday, except public holidays.
4. A complete set of Bidding Documents in English may be purchased by interested bidders request to the address below at 6 (a) and upon payment of a non-refundable fee of MK5, 000.00 (Five Thousand Malawi Kwacha) to the Cashier at FDH Service Centre located at Blantyre City Council Civic Centre and bidding documents shall be collected from the Procurement and Disposal Unit of Blantyre City Council, Civic Centre. The method of payment will be cash or bank certified Cheque.
5. Bids clearly marked; “Tenders for Provision of Insurance Services” must be delivered to the address shown at 6 (b) below at or before 18 November, 2022 at 14:00 hours. Duly Signed Bid Securing Declaration Form shall be required. Late bids shall be rejected. Bids will be opened in the presence of the bidders or their representatives who choose to attend at the address shown at 6 (b) below on 18 November, 2022 at 14:00 hours.
